David Danks (philosophy of science and cognitive science, machine learning, ethics of AI), previously a tenured professor at the University of California at San Diego, started at the University of Virginia this past January, with tenured appointments in the Department of Philosophy and School of Data Science. I would not be surprised if that appointment pushes UVA into the U.S. top 30 in the next PGR surveys.
