Marinus Ferreira, a PhD student at the University of Auckland who passed this along, explains:  "This is largely 
in response to the habit of John Key, the current Prime Minister, and his government to consistently deny 
knowledge of anything that may be compromising (to the extent of cutting down on the information the 
government reports on).  However, I imagine people from other countries will find the frustration inspiring 
this to be familiar."  Indeed.
