Why anyone would bother to analyze Jordan Peterson's "ideas" is already beyond me, but Harrison Fluss, the author, apparently has as superficial a knowledge of Nietzsche as Peterson has of everything. Fluss, alas, turns out to be a Stony Brook PhD. I will assume, charitably, that he didn't really study Nietzsche there; if he did, Stony Brook should revoke the doctorate!
