It's not surprising when you see the rhetoric coming from the Home Secretary: https://twitter.com/Channel4News/status/1179061961071501313?s=19 it's indicative of the Home Office and its approach to immigration, though I'm not sure if these cases are bugs or features.
The immediate cause is the appalling culture of the Home Office, but the explanation of the law and policy in this case is here
