Professor Emeritus at St. Olaf College, where he taught for 35 years (until 1999), Profesor Stoutland was at the time of his death also Permanent Visiting Professor of Philosophy at Uppsala University in Sweden.  He died in Helsinki.  He wrote extensively in philosophy of mind and action, and we had occasion earlier this summer to discuss his introduction to a new set of essays on Anscombe; Professor Stoutland himself generously contributed to the discussion.  I will post links to memorial notices as they appear.
