LSU today announced that they expect us to return to more-or-less normal operations, including instructional operations, next fall. "We expect that overall, fall 2021 will operate similarly to fall 2019." This strikes me as wildly optimistic, but we'll see.

The California State University System (23 campuses) announcement is here: https://www2.calstate.edu/csu-system/news/Pages/California-State-University-Anticipates-Return-to-In-Person-Coursework-for-Fall-2021-Term.aspx . According to this announcement, the plan is for the system to "return to delivering courses primarily in-person starting with the fall 2021 term."
Each university in the system will approach this in its own way, but for most of the universities in the system, Fall 2021 will look different than both Fall 2019 (pre-pandemic) and Fall 2020 (mostly online). My guess is that most of the universities in the system will aim to have overall on-campus activity at about 50-65% of 2019's levels, while continuing to develop and offer hybrid and online offerings where they make the most sense. I could be wrong, but I doubt that any of the CSU-system schools will be back to more than 3/4 of the pre-pandemic level of on-campus activity.
