PGR 2021 Preview: U.S. programs ranked 17-30 in the overall rankings

The full PGR should be online if not by the end of next week, then just before Xmas.  I'll post a couple of more previews before then.   Previously, I noted the "top 15" (really 16) U.S. programs in the overall rankings.
