…after the University of Southern California administration instructed the department that they could not enroll more than their target class size.   The Department Chair notified those who were admitted about this change, which led to a flurry of acceptances and rescision of the other admission offers a day later. Of course, all this was in violation of the April 15 rule for admissions decisions.
