36% decline in student visas issued under Trump…

…during May and June 2025 (crucial months) according to CHE. The decline was even higher in some countries, like India. This is probably a combination of foreign students rethinking their interest in studying in the U.S., given the serial violations of the free speech rights of foreign students by the Trump Administration, and more vetting by the Administration.

I’m curious how this is playing out in LLM enrollments for U.S. law schools (which are overwhelmingly foreign students) and foreign enrollments in U.S. Ph.D. programs. Comments are open for those who care ot share what’s happening at their schools.

  1. It would be helpful if the ABA would sort non-JD enrollment by program. Non-JD enrollment hit an all-time high eclipsing 25,000 this year, but of course it is impossible to disaggregate online/domestic “master of legal studies” that have proliferated at some institutions: https://excessofdemocracy.com/blog/2025/12/1l-total-jd-enrollment-hit-12-year-high-as-non-jd-enrollment-hits-all-time-high-in-legal-education

We might know more in a year or two to see if New York’s “foreign educated” bar exam test-taking population declines materially.
